RERA Agent Registration vs Property Dealer Licence Which do you need?
They are separate permissions under different laws. A Haryana brokerage business may need both, depending on its activities.
The useful starting point is your role: what property you handle, whom you represent, how you earn commission and which certificates you already hold. The word “registration” on a document does not establish that every requirement has been met.

Rule 4 of the property dealer Rules refers to two guarantors for the dealer licence. The published HRERA Gurugram agent checklist reviewed for this guide does not list a guarantor holding a property dealer licence as a universal requirement.
If the authority has issued a specific direction or document query in your application, follow the applicable direction after review. A consultant’s combined checklist should not be treated as proof that one permission automatically grants the other.

Registering a project is a further, separate application
A promoter’s project registration concerns the real estate project and its disclosures. Neither an agent certificate nor a property dealer licence registers that project.

Before choosing an application
Can one Haryana brokerage business need both permissions?
Yes. A business may conduct activities covered by the 2008 property dealer Act and also facilitate transactions requiring agent registration under Section 9 of RERA. Assess both obligations against the actual activities.
Does a dealer licence authorise me to sell a RERA-registered project automatically?
No. The property dealer licence and RERA agent registration are separate. If Section 9 applies to your work, the RERA registration requirement must be satisfied as well.
Is every transaction called resale outside RERA?
Do not rely on the label alone. The project, seller, transaction structure and intermediary’s role need to be considered. A business handling resale and promoter inventory may have different obligations across its work.
Where should I find the applicable fees and documents?
